Solution
If you have the right permissions but you're still facing an error when attempting to edit or refund a past booking, it is because the booking modification settings need to be updated:
- From Venue Manager, go to Settings > Account > Venue Settings
- Select Unlock to make changes in the top right corner
- Scroll down to the Bookings & inquiries section
- Under Booking modifications, select an option that temporarily allows editing of the past-dated booking you're working on
- Save
- Revert the setting to its original selection to restrict users from editing historical bookings again
